Reinforcement, Cleaning and Painting of Steel Components on Spans 1 to 3 of the Quebec Bridge (2026)

1. Description of Contract 62778

The Quebec Bridge has connected Lévis and Quebec City since 1917. This multimodal structure provides active transportation users (pedestrians and cyclists), automobiles and trains with a means of crossing the St. Lawrence River. The Jacques Cartier and Champlain Bridges Incorporated (JCCBI), a federal Crown corporation, became the superficiary owner of the Quebec Bridge's structure in November 2024. Canadian National (CN) is the superficiary owner of the railway deck and the Ministère des Transports et de la Mobilité durable du Québec (MTMD) is responsible for the roadway deck, including the sidewalk.

The objective of Contract 62778 is to carry out cleaning, preparation, reinforcement and painting work on steel components located on the south side of the Quebec Bridge. More specifically, the tasks and requirements associated with the work will include, without being limited to, the following:

  • Reinforcement of steel components as well as cleaning and painting on certain sections of bracing under the deck of west cantilever span 3 and on the portal bracing
  • Repair of a gusset on west anchor span 2
  • Removal of the lighting system from the portal bracing on west anchor span 2
  • Start of work in 2026 and completion by December 1 of the same year

Carrying out this work will require a number of partial or complete traffic closures that may be implemented during the day, at night, on weekends or for extended periods. When a complete closure is required, detour routes will be planned in collaboration with MTMD.

The project will integrate a set of environmental protective measures appropriate to this type of work, including measures to address the potential presence of peregrine falcons and their nests near work areas, as well as the management of construction methods to control contamination.

2. Notice of intent

April 27, 2026 – JCCBI intends to determine whether execution of the Contract is likely to cause significant adverse environmental effects. To support an informed determination, JCCBI invites the public to provide comments on the determination by May 27, 2026. Comments can be submitted to edd@pjcci.ca.
